If you use the same Apple ID on your iPad as on your iPhone, you can certainly see your texts on your iPad, but I'm afraid you won't be able to get your voicemail messages on your iPad via iCloud.

Check with your cellular carrier. You should be able to call a number to access your messages remotely.
