Apple call cloud issue. Legit?

That is a real Apple number for the King Street Apple Store.

However, spoofing Caller ID numbers is incredibly easy to do. I get all kinds of scam calls from numbers I recognize that belong to other business. Every so often, the Caller ID says it's from myself.

That, and Apple does not ever make such blind phone calls. It will be a crook every single time.

No, it isn't legit. It's a popular scam at the moment.
