Photos duplication with iCloud?

Is it possible that a Photos library stored on an external disk will duplicate itself on the computer hard drive if backed up to iCloud? I have this mysterious "Photos" package on my HD taking up 141 GB.

Why Photo does not substitute the originals with the small copies? I have moved my photo archive from the external drive to the Photo app (importing) and as per iCloud data, there are about 122 Gb of photos in there BUT: My MBP has only 7 Gb of free space and keeps the photos in its memory, when all optimisation checkboxes are marked (in iCloud and Photos settings) Memory is sorted pretty strange. Not all of 122 Gb are devoted to the photos. 53 Gb for the Photos and the rest as OTHER: Questions: why is that? how can I force to increase my free space? thank you.

Photos I noticed in my Library I have many photos identical to each other with same JPG - are they taking extra space on my HD and should delete them or not bother? Thanks

Migrated Photo Library I keep getting a message that my disc is nearly full. In reviewing my files I find a "Migrated Photo Library" that is about 73 gb my photos are stored in the cloud. Should I be able to delete that file or will it delete my photos from the could? Thank you for any help on this subject.
