in,apple,music,how,do,i,create,a,playlet,without,paying,for,the,music,-,playlet,for,later

I am paying for apple music, therefore I am not suppose to have to pay for my downloads for streaming music.

My problem is when I want to set up a playlist with my favorite songs, apple music wants me to pay for the songs. What am I doing wrong?
