I want to reject all email to my iCloud email address, from a specific email address. I don't want to send the mail to junk, I want to reject it. Does anyone know how to do it?
I found some old posts that refer to Blocking, but the Block command does not seem to exist in the current iCloud 2018.

Not what I was trying to do. I want to block the email address not delete it. I know how to set up a rule to delete it. Other email providers have the ability to Block email. I cannot find how to do it in iCloud email. Thanks for submitting the reply, but not what I was trying to do.
Unless you can get Apple to blacklist that address so that it is rejected, you can't do that. Mail has no blocking mechanism and there is no way to access iCloud e-mail settings so you can set that up.
You can create a rule in Mail/Preferences/Rules to delete the e-mails. Or go to iCloud.com/Mail, click the gear at the bottom left, and select Rules. Then create the rule there. Sample one for Mail.
