recover account credentials

My mother's iphone 6 broke down. She bought a new one but can't recall her iphone account password and has no longer the registered credit card.

She got an Email from Apple explaining that a call or message with instructions will arrive, but no message arrived.

She still has her ipad active and logged, any ideas? exporting contacts to a new account is easy/ safe?

Can't find any number to call...
