Apple does not offer or support all features and services in all countries. It looks like currently Bhutan is not supported for two step verification and maybe iMessage. There are even countries where Apple does not do business at all.

There is nothing any fellow user here can do about that. It is up to Apple to decide what they support and where.

For FaceTime, you need to be using a supported carrier, and the only supported carrier in Bhutan is B-mobile (Wireless carrier support and features for iPhone in Asia-Pacific - Apple Support).

Thanks Michael! But Apple should at least allow me to delete the number currently being used for iMessage which doesn’t exist because it’s a Thai number and I am using Bmobile number but my Facebook still won’t activate or activate my iMessage using my Apple ID. How do I complain to Apple??

You should be able to deregister the iMessage number - Deregister iMessage on your iPhone or online - Apple Support

Apple has nothing to do with Facebook, so if there is an issue with their app and your account, I’d start by asking them about that.

Apple contact information is here - Official Apple Support

MAny other iPhone users have been using iMessage. It’s just been me for some dumb reason registered a trusted phone number in Thailand when I got the phone and now won’t allow me to either delete the number nor add a Bhutan number and this has been going on since my last two phones because I always restore them. Pls help
