I entered my information to sign in to my iCloud when I pressed reviewed and everything was filled out and it said did not complete form when I completed everything

So I was trying to download an app but it said I had to sign in so this message pops up saying this account hasn’t been reviewed by ITunes yet so I press review. I entered all my info and I go to press next but it says I didn’t complete the form when I did
