my iphone 4s is locked and keeps asking for an activation lock and when i put my actual password it says that password cant be used to activate the phone yet i can log in and out of icloud and itunes with the same password. another thing, on icloud using pc the find my iphone icon is not available for me to be able to turn off find my iphone.. what can i do??.. ive tried literary everything

If the phone isn't showing the in Find iPhone section of the account on http://www.icloud.com it's not the account it's locked to.
If you were the original purchaser of the phone (i.e. it wasn’t bought used), you could try going to an Apple Store (make a Genius Bar appointment if you do) or try contacting iTunes Support online (https://www.apple.com/emea/support/itunes/contact.html) and see if they can remove the phone from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it
