Restore the folder from your backups you make of the computer on a regular basis. If you don't have one you will have to build a new library and try:

Redownload apps, music, movies, TV shows, and books from the iTunes Store, iBooks Store, and App Store - https://support.apple.com/HT201272

The folder, complete with its contents should be in the recycle bin. In Windows 7, the recycle bin is on the desktop, I'm not sure where it is in Windows 10.

Find the iTunes folder in there and use the Restore feature (in the folder, not in iTunes) or the Restore this item feature, also in that folder. If you restore it correctly, then iTunes should simply find everything when you open it up again.

See also Recover your iTunes library from your iPod or iOS device. Depending on the relative size of the drive, and the library, the recycle bin may not necessarily hold all of the items for restoration.
