Downloading Video files from iCloud Notes

How can I download the videos I have stored in Notes onto my PC? They were backed up there when I had my 7plus. Don't have that device anymore and only have my 1stGen Mini. When I go to iCloud.com, I can see the video files saved in Notes, but can't play, download or right click and attempt to save as a mp4. I'm thinking my only option is to restore my 1stGen Mini with my old 7plus backup to get those videos transferred to my Notes on my Mini. Not sure if that will work since the Mini OS stopped receiving updates at iOS 9.3.5, it may not be compatible. Any suggestions or a valid solution?

Also, all video files are saved as mp4s.
