The ability to turn on wi-fi calling in Settings is dependent on your carrier settings. Go to Settings>General>About>Carrier and see if the settings on your phone and your husband's are the same. Do you have the same carrier file? If not, then see this support document for instructions on how to update carrier settings. The carrier's file is what determines what appears in Settings and what you can turn on and off in regards to cellular/mobile. If they are the same, then you will still need to have the carrier check, since they are the ones that provide the carrier file. The worse case scenario is that you will need to restore your iPhone to factory, and set it up as as a new phone to see if the carrier file correctly updates. I’ve done that, they referred me to Apple
Then it seems your carrier doesn't support wi-fi calling.
Or you haven't turned it on in Settings.

Husband has an exact phone and his is listed!!!

Then it sounds like your carrier needs to update the cellular settings in your phone.
I’m in the UK. We don’t use the word cellular.
I have looked in Settings/mobile data and its not listed on my phone. However it is on husbands.
It doesn't matter what they call it in the UK. Wifi calling is a carrier feature. Your carrier is the one you need to go to resolve this.
They (Vodafone) referred me to Apple.
Carrier's are notoriously known for not providing the correct answer. This isn't an Apple issue. It's a carrier issue.
Do you have the same "contract" as your husband.
I know that VF offers WIFI-calling with contracts and with some prepaid sims but not with all.
