Welcome to Apple Support Communities! It sounds like you updated your iPhone SE, but now it's stuck on the screen for updating iCloud Settings, and you can't get past this. I know you're eager to get back into your iPhone and enjoy the new update, so I'll be happy to look into this with you.

Have you tried restarting yet? If not, go ahead and try a simple restart first:
Restart your iPhone, iPad, or iPod touch - Apple Support

Here's the steps from that article:

  1. Press and hold the Top (or Side) button until the slider appears.
  2. Drag the slider to turn your device completely off.*
  3. After the device turns off, press and hold the Top (or Side) button again until you see the Apple logo.

If that doesn't work, then try force restarting the iPhone: If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support

Here are the steps you'll want to take from that article:

On an iPhone 6s and earlier, iPad, or iPod touch: Press and hold both the Home and the Top (or Side) buttons at the same time. Keep holding them until you see the recovery-mode screen.


If after force restarting, you're still not able to get past this "Updating iCloud Settings" screen, then follow this guide:
If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support

Good morning helico07!

Thanks for trying those steps out. Since you've tried reinstalling the iOS, and you're still getting that loop of "Updating iCloud Settings" that you can't get past, the next step would be to restore the iPhone completely. Be advised that restoring the iPhone will erase all its data. Do you have a known backup? If you're not sure, check out this link and see if you can locate one:
Locate backups of your iPhone, iPad, and iPod touch - Apple Support

When you're ready, you'll want to put the iPhone into recovery mode and then either choose to restore it as new or from a backup. These steps will be similar to the ones you performed earlier, but instead of choosing "Update" to overwrite the current iOS, you'll choose "Restore" which will erase all the iPhone's data and install a new iOS on the iPhone: If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support

Hey helico07,

Thanks for the update. Have you tried choosing "Set up as new" rather than restoring from your backup? It sounds like the issue you're having is contained in the backup.

Use those same steps from earlier to put the iPhone into recovery mode and restore it:
If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support

But this time, after the restore is complete be sure to choose "Set up as new" rather than restoring from the backup.

If you're able to restore as new, then you may want to see if you have any other additional backups that you could restore from than the one you did previously using that link from above to locate backups.
