10.13.3 usb sound input not working

When I restart my USB sound dongle works just fine. But if I unplug it and plug it in again there is no sound input. It is there in Audio MIDI and in my apps as a device but no sound input.

I have checked everything I can find Preferences > Sound, AudioMIDI

And checked with my apps (CubicSDR, Signal Inspector.) I have on my MacBook also the Windows Wine emulator (CrossOver) and this also has no sound input except immediately after reboot.

The only way to get sound input going again is a restart. Very frustrating as I often swap it in and out.

MacBook (Retina, 12-inch, Early 2015), macOS High Sierra (10.13.3)

Just to clarify a couple things, are you running Sierra or High Sierra? You posted in Sierra but your profile says High Sierra. Is this a new problem, if so, when did it start?What is the USB audio device?
