locked appleid abroad

Hello,

I’m on vacation in Panama and I’m trying to activate a local SIM card so I can access my phone here without getting killed by roaming fees. I need to download a free app from the store to do this called “Recarga Facil” but Apple REPEATEDLY locks out my ID, no matter how often I unlock it.

Any thoughts on how to get round this talibanic security?
