Icloud storage

I recently got a notification on my iPhone recommending that I turn on icloud storage as I had little storage left, I clicked on and since then there has been a little circle at the bottom right corner of all of my pictures with an exclamation mark in it, I couldn’t change my wallpaper either and suddenly now my photos have disappeared. I went onto “files” and no photos are there
