How can I update from IOS 9 to 11 when it says no updates exists

What model is it : Identify your iPad model - Apple Support ? An iPad 2 and 3 and Mini 1 only support up to iOS 9.3.5, they don't have the processing power for a higher version

On which device? It appears your device will not be compatible with iOS 11.
