Cant change Apple ID due to notification email address

I can't change apple ID says Your new Apple ID cannot be the same as your notification email address. Choose a different email address.

But I have not used that email in a long time. it was deleted a while ago. please advise

You can't reuse an e-mail address for approximately one year. Has it been deleted that long?
