Macbook Air Won't Restart

Older laptop running Mac OS High Sierra 10.13.2. Over last few months regularly gets sluggish; responds well to Restart (local WiFi issues after move to rural area). New problem: Will not Restart. Have to manually hold down power button and then get message "You restarted because of problems ...". No Apple store nearby. Cannot afford to replace right now. Clearly software pollution, so concerned about reinstalling via back up from Time. Hints welcome.

MacBook Pro not restarting My 13" 2017 MacBook Pro with Touch Bar on Mac OS High Sierra 10.13.6 cannot be turned off/restarted properly. Every time I need to turn it off or to restart it, for example when installing certain updates, the screen turns black, but the cursor remains visible, and the trackpad and the Touch Bar remain usable.I tried booting in safe mode and shutting the computer off from there, but it still has the same issue.Today I wanted to install Mac OS Mojave, but since it requires some restarts, I couldn't update.Do you know any solution to this issue?

Macbook Pro will not restart My Macbook Pro with High Sierra version 10.13.6 will not restart when I select that option from dropdown menu. How can I fix this issue? Update isn't able to complete. I can shut down and start the computer, with power button.
