How to separate accounts on iPhones?
My parents have two iPhone 6 Plus using the same account, can they be separated without losing the pictures on iCloud?

You can give one of the iPhone's a different Apple ID, but in doing that that iPhone would no longer have access to iCloud or the pictures therein.
You can download all Photos from iCloud onto one of the iPhones before changing the Apple ID, and when you sign out from iCloud it will give you the option of keeping the photos on the iPhone.
