Photos App does not download nor upload to iCloud

My Photos App is currently not working so well, it doesn't send new pics to icloud and now all my iCloud library photos is missing from my iPhone. I still can see it on iCloud in other devices, but not in my iPhone. I need my full iCloud library on my iPhone and need to send my new photos do iCloud, but the App is not doing this, what do I do?

I still have storage enough on my iPhone and iCloud.

iPhone 6s, iOS 11.2.6
