How to fix “Your payment was declined”

When i go to download an app it takes me to the settings. makes me type my bank details in and then says “ Your payment method was declined. please enter a valid payment method” this happens every time i try download an app. how can it be fixed?

Check that the billing information was entered correctly. If so, contact your bank or the iTunes Store staff.
