Purchase and membership problems

I bought something on Itunes and they appeared in my Purchase History as normal but not in my Bank Account Details. According to that, besides of the money I have to pay for what I bought (total: $9.17), Itunes even made me pay some extra for what I did not understand (total: $13.55). Has anyone here have the same problem as me?

And one more question, as I already registered for a membership, is that mean that I can listen and download any songs on iTunes right? So how come they still charged me for "Winnie the Pooh"?

The difference in price might be down to the way tax is applied where you are. However it looks like there might be an error with your payment details as Apple don't seem to be able to collect. In some cases banks may block the transactions until you confirm that they are coming from your iTunes account and it isn't someone else using your payment information.
