New phone, Game Center wants to create new account

I just upgraded my phone to an iPhone 8 Plus. My iCloud restore failed, and now when I try to log into Game Center, it prompts me to create a new account with a new alias. this happens after logging into my iCloud account using my Apple ID when prompted in Game Center. Why is this happening if my Apple ID is tied to my Game Center account and how do I log into my existing account to retrieve all of my Game data?
