Can’t sync local files

Hi, I have an iPhone 6 with the latest iOS and also the latest version of iTunes on my Mac book air. I also have the high Sierra update. When I make changes to Apple Music from my phone, it shows up on my computer (new playlists etc.) but when I add local files from my Mac, it does not show up on my phone. I have tried plugging it in but that doesn’t help. The only way I am able to get this to sync is to turn off my iCloud music library on my phone and then turn it back in again. This is quite inconvenient because every time I do this I have to re-download all the songs in my library(which in my case is serveral hundred). Is there anyway to just have my computer and phone in sync? Thanks in advance for your help.

Note : this used to work last year and this is only a recent problem.

I understand that you would like to know if you can just have your iPhone and iTunes sync without having to turn off iCloud Music Library and then turn back on. I'll be happy to help.

I suggest trying to since your iPhone with your computer automatically with Wi-Fi to see if this helps: Sync your iPhone, iPad, or iPod touch with iTunes using Wi-Fi .
