It is not a file, it is a Photos Album and it is hidden if it is empty - in Photos select a photo and press command delete and the recently album will show - where it shows depends on the undisclosed version of Photos that you have - here it is in the current version (Photos 3.0) at the bottom of the library section just above the shared section or albums section if you have no shared albums

Are you using iPhoto or Photos?
Your signature is a bit ambiguous: "MacBook Air (13-inch, Early 2014), iPhotos" - either the first or the last letter of "iPhotos" should be dropped.
iPhoto does not have a Recently Deleted album, but a Trash. In Photos it will depend on your system version, if recently Deleted is visible or not.
In the first version of Photos on Yosemite, you have to reveal the "Recently Deleted" album from the File menu:
Choose File > Show Recently Deleted.
In the newer versions of Photos the album will always be shown, if it contains deleted items.
Recently Deleted is an album accessed from inside the Photos app.

The Recently Deleted album will only show, if it is not empty.
The album is emptied automatically after a month. You have to recover phoos from this album within a month after deleting them.
