i have an iPhone 6s an Apple Watch 3. I usually Have the data turned off I can’t text iPhone users. Do I have to have the data on to text?

If you are trying to text iPhone users, you need to have some type of data connection. iMessage requires data, either wi-fi or cellular. Unless you are using an Apple Watch that is a GPS + Cellular, at which you need to have the Apple Watch connected to wi-fi to be able to send an iMessage.
