Buying Old Iphone7, Ant check List

Hi, I am buying used iPhone 7 from Unknown person, any suggestions. Like checking IMEI, icloud like that.

Any Apple site links to verify whether it is blocked or locked to carrier etc.

There's no way you can check to see if the IMEI is on the hotlist. Sites offer to check, but I would not go by that even if I had to put money on it. They are wildly inaccurate. As for it being locked to a carrier, that's something that you have to find out using a SIM Card and even if it locked, only the carrier can unlock it if it meets the criteria for it.
