cant log into my apple id says to many free accounts created
How can I get past this? I had to create a whole new Apple ID because my others I could not retrieve even after answering security questions

You can create another iCloud account on another iOS device or on a Mac and then use that account on the phone.
Keep in mind you can use any computer, not just a Mac.
