photos on iphone 7 missing in DCIM folder

3 months of photos on iphone 7 cannot be seen in the DCIM folder when the phone is plugged into my WIndows PC. I tried to download a few by "editing", and they appeared in DCIM but in HEIC format that cannot be viewed on my PC. How do I download the missing photos from iCLoud to my PC in JPEG format please?

This article provides no help. It just talks about the DCIM folder. The problem the original post as well as me are having- we plug our expensive little apple product into our computer and try to open the DCIM file- only to realize- there isn't one there. I didn't have this problem with my Samsung. Why Apple makes this soo god awful to figure out is an enigma. Just google "Missing DCIM folder" and you will see seach result after search result on this topic and all of them are from an iPhone!
