I have a second generation iPad that is running very slowly. If I restore it to factory settings, will the software updates still be there to enable me to carry on using the iPad?

I have a second generation iPad, it is running iOS 9.3.5 software and cannot accept any further updates. It is a MC769B/A andhas a capacity of 12.9 GB.

It is running very slowly, if I restore factory settings, will it improve performance and also will there be the software available to enable it to run?

iPad 2 Wi-Fi, iOS 9.3.5
