I don’t have an iPhone how with my iPad do I text to a non Apple device?
I can’t text to a non Apple device with my iPad.

Without an iPhone an iPad is not able to send or receive SMS/MMS texts. Those require a cellular telephone voice network connection, which no iPad is capable of.
You‘re restricted to internet messaging services only, so you and your non-Apple device recipients (those not able to use iMessage) can use Skype, Google Hangouts or another cross platform internet messaging service and app.
