I’m unable to sign in to iTunes to download apps it’s stating that I need to contact iTunes support

What happens when you submit your login and password? If there are any error messages you see, you should mention it to the team.

I also feel it could be an incorrect choice of wording. If you’re referring to App Download option in iTunes: it has been discontinued in the late update. Yet, you could still get version that has this option from the website:
