If you can't activate your iPhone - Apple Support - https://support.apple.com/HT201407 - "If your iPhone can't be activated or an alert says the activation server is unavailable or the SIM card is unsupported, learn what to do."
It appears you have no SIM card installed and you will need to contact a local carrier about getting one.
i cant activate my iPhone 4 and says I have no sim but I cannot access a sim at this time says to connect it to iTunes but iTunes will not or cannot activate it either what czan I do
An iPhone must have a SIM in order to be activated. If it does not have a SIM you cannot activate it.

There are some very good instructions in this thread. Look at page 8 for help.
Read the post right above yours. However, the problem is NO SIM. You must have a SIM in the phone to activate it.
