Run Web Protection software in Safe Mode

I am running OS High Sierra, and have NetNanny running on my system.

When the computer is put into safe mode NetNanny is not active. Is it possible to set up just this one program to run in safe mode?

I can't password lock the computer as access needs to be available to numerous people. Unless it is possible to just set a password for safe mode access, but not to lock the computer into normal access.

Thanks. Any help will be appreciated.

If you want to prevent the ability to circumvent "Net Nanny" by booting Safe Mode, setting a firmware password will accomplish that. To learn how to set a firmware password please read How to set a firmware password on your Mac - Apple Support.
