SMS text message forwarding to an iPhone without sim? from my iPhone with service

I have a no SIM iPhone 7 Plus works wonderfully at work and home, my iPhone 6s works fine but I like to use Wifi at work & home on a different device for large emails and other work, but unline my iPad and MacBook Air text message forwarding & REPLY works perfect even with SMS tests but not on the iPhone 7 with no SIM, Can anyone help fix this pease would be a big help 🙂

I just figured since it works perfect on my Mac & iPad that have no carrier could get it to work somehow too, I just think since it is a phone that Apple just has that part off; just would be nice to reply to a SMS text on a different device then my iphone just like how I can on my MAC & iPad 😟 the iPhone 7 + just just the perfect size & why upgrade my 6s it works just fine but that my be the only next step unless someone figured it out.

Yeah ( its off on the iphone 7 ) everything is on for forwarding and I'm geting SMS & iMessages on the 7+ but cannot rely if it's from a SMS msg. only iMessages the error is ( NO SIM ! ) makes sense ( just the entire point this feature is to reply back on any device assuming your active iPhone is close by/same wifi or bluetooth just would think should not even work that far not something apple would do half ways... more like they would just not have that option for another iPhone

On an active phone, without a sim card, you can get on the internet, but it's no longer functioning as a phone as it's not tied to a carrier, so carrier features, such as SMS won't work. You can again iMessage from that phone as that's using carrier services. If your iPad is Wifi only, it's still able to get SMS because your phone lets you route the SMS message to your iPad as long as it's connected to Wifi.
