iPhone X taking low resolution photos

I Traveled all the way to Paris France get in front of the Eiffel Tower and take pics and the resolution just switched on me. at first I thought it was my friend but I had 4 different people take the pictures and they all were coming out the same. I practically held a teaching class to teach them how to use focus and that didn’t help. The next day(today at the Louvre) literally the same thing. when you zoom in it’s just gibberisH. I checked to make sure my phone wasn’t storing low resolution photos because of the storage but that’s not my problem either. I looked at the photos on my other device(ipad 12.9) and you can see the issue more clearly
