The information about the card has to match your billing information exactly. It could be a bad address entry, or missing you middle initial if used. Have you looked at the account's purchase history : See your purchase history in the iTunes Store - Apple Support ? If you don't think that you owe iTunes money you should contact iTunes Support, we are fellow users and these isn't anything that we can do about it

Difficult to say why as you haven't given any information. What happens when you try to download them ? If you are getting an error message what does it say ? What have you tried to see if it fixes whatever is/isn't happening ?

I also am unable to download apps just on my iPhone6s, I have the cloud download symbol showing I have purchased it, but it will not download. My account and payment information is current, I don't get any error messages except when I click on the cloud, it tells me I have already purchased it and it will now download. It doesn't, just cycles back to the cloud download symbol. I don't have this problem with my older iPad, just the phone. And the support chat link isn't working today. I need one of these apps to install some home hardware and sync it all. TIA!
