Why can't early 2009 iMac get Sierra

Because it does not meet the system specs:

El Capitan is as high as you can go.

if anything the requirements are way too low

even with 4GB it's a pain to use

but with many a mac one can upgrade memory but not so much with the cpu and chipsets
