i cant find my notes on my phone

Go to Settings>iCloud and make sure you have the Notes option turned on still.

Also, open the Notes app, and tap on the back arrow at the top of the screen to go to the Folders view. Make sure that you are looking at the Notes under iCloud by tapping on the Notes line item under iCloud in Folders.

Did you try a Spotlight search? Swipe down the middle of the Home screen with two fingers and type in Notes in the search bar, then tap on "Search App Store" (my Spotlight search didn't show the actual app in the initial results). On my search, Notes was the second app listed in the App Store, and it said "Open" next to it. Yours may say download or show a cloud allowing you to re-download the app.
