Should I update Os x from El Capitan 10.11.6 to Sierra OS X?
My Old Mac is 21.5 inch with 3.06 duo core 2
4 ghz ram.

Check to make sure your applications are compatible.

Also check to make sure there is a compatible driver for your printer.
Do a backup before installing, preferable 2 backups on 2 different drives.
To check the model number hold down the option/alt key, go to the Apple menu and select System Information.
macOS 10.12 (Sierra) requires one of the following Macs:
iMac (Late 2009 or later) Model 10.1 and higher
If you can/do upgrade, you might want to consider more RAM.
The 2 places I’ve seen recommended most to buy reliable RAM are below. I have purchased RAM several times, a MacBook Pro battery, and a hard drive from Other World Computing and have always been very satisfied with the product and service. They have on-line instructions on how to replace the RAM. OWC has also tested RAM above what Apple states is the maximum. I had 6GB installed on an early 2008 iMac supposedly limited to 4 GB and noticed an improvement.
4 GB of RAM and a slow hard drive are not conducive to running recent OS versions efficiently. If you are getting by with El Capitan, you can just stay on that OS. If you are thinking of installing Sierra because you are hoping that Sierra will speed things up, then you may have other problems. Sierra won’t speed things up, regardless.
If the iMac is slower than you think it should be, you could download and run Etrecheck to generate a system report, and then copy the report and post it here. There might be something installed that is slowing down your system. More info about the system would help. The internal drive might be starting to fail, etc.
Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy Report” and then paste into a reply. This will show what is running on your computer. No personal information is shown. You can run the report for free at least once, but if you run it several times, at some point it will ask you to pay a license fee.
