Cellular data usage

New iPhone user. I'm trying to understand why/how System Services is using cellular data even though my setting for cellular data is off. As an experiment, I turned off cellular data and reset the statistics on 2 phones (an X and an 8). A day later, I find that cellular data has been used by System Services (both phones). Usage under System Services is Networking, Voicemail, Cellular Services and DNS Services. Does this usage indicate that the operating system ignores the cellular data setting? Thanks.

Welcome to Apple Support Communities.

It's my understanding that you want to know if System Services ignore the cellular data settings. The answer to your question is yes. As it is stated in this article: Check the cellular data usage on your iPhone and iPad

To see the cellular data usage for individual System Services, go to Settings, then tap Cellular or Mobile Data. Then scroll to the bottom of the screen and tap System Services. Cellular data can't be turned on or off for individual System Services.

Depending on your carrier, you may see overall cellular data usage displayed on this screen. If you don’t have this option, or have questions about your data usage, contact your carrier.
