I understand from your post that you are not able to connect to the internet when using Safari. What you are describing sounds like cellular data may not be enabled for use with Safari. To check and see if cellular data is enabled tap Settings > Cellular Data > Safari. Then make sure that the switch to the right of Safari is in the on position. The switch should show the color green.
