Can’t delete Game Pigeon

So I got a new phone and put in my back up data but I can’t download game pigeon because it says my Apple ID is disabled, but I could still download other apps. Which means it’s trying to download it using someone else’s account, and it’s counting as a “ghosted” app. I need to be able to delete the ghosted game pigeon to re download it from my account. But the app isn’t popping up anywhere. So I can’t delete it, it’s constantly waiting in the background and I can’t play with my friends anymore. Please help it’s been like this for two months.
