Corrupt Open Directory

We work with an open directory here. We lost power a few weeks ago and had to boot everything back up. (Some users are on Sierra and some are on High Sierra)Since then the Open directory on the server app (Sierra) on a mac mini has been acting strangely. I cant make any changes to it. And when I try to make a change (delete or add user) it completely removes the local network users and I have to go into the terminal and restore them using this http://automatica.com.au/2016/01/fix-a-broken-open-directory/ . This works and users can log in on their machines but I still cant add any users or delete them. When I try to remove users that don't work here anymore. Nothing happens. It asks if I am sure I want to delete them and when I say yes. They remain as a user. When I try to add a new user it says it cannot connect to the directory node. I tried changing the cert for the od in settings to none and then back to the correct one but that doesn't seem to help either. I have tried as the diradmin and myself. I guess its corrupt, but besides backing the OD up and then starting from scratch I am not that sure what to do. Any suggestions will be appreciated.

Mac mini, macOS Sierra (10.12.5)
