Finder broken - can't run ANY apps

Yesterday, out of the blue, the main user in my iMac developed a finder issue.

All icons for files and apps are showing blank. All apps give the error "You can't open the app "blah" because it may be damaged or incomplete".

Separate admin user works fine, all apps work.

- in safe mode problem still exists

- deleting finder prefs made no difference

- reinstall of High Sierra made no difference

Any ideas?

Finder not opening icons in High Sierra 10.13.5 after software install and restart Literally every time I install a software update or software that I'm installing for the first time and have to restart finder freezes and won't launch the desktop icons or previews of the icons in the tray.This has been happening for a couple of months and usually can be fixed with another restart but lately it will take multiple restarts (4-5), clearing of the VRAM and all the cache's in order for it to work. I've read about various versions of this problem when High Sierra first came out but I feel like at this point it should be fixed. I have already done a reinstall of High Sierra which didn't fix the problem but made it worse. Any help would be appreciated.

Finder starts to glitch more often Finder recently started to have these glitches: left side of menu bar (at the top of the screen) fails to work. while I am on other apps and attempt to click it, it will immediately change to Finder's menu. However, none of the menu options will be clickable. desktop icons will be shown over other apps' open windows. menu bar shows that I am on Finder. Not sure what exactly triggers these glitches. Force quitting/restarting Finder or restarting my mac does help, but the glitches will come up again later on, so these are just temporary fixes. I am on macOS Monterey version 12.1.
