It isn't clear to me who the official organizer is. This is the person who set up Family Sharing and is the designated organizer. Only that person can have a card as a payment method and in fact must have a card as payment method. If you are not the organizer then you need to get things straightened out with your daughter's payment method.

I have family sharing on my phone which is paid for by my daughter, trying to download a free ap in to the App Store and it keeps saying I need to verify my payment info, i have put my card in as alternative but can’t amend hers and can’t download
