It sounds like you’re not seeing the News widget as part of the available widgets to add to your iPhone. I’ll be happy to help out with this.
In order for the News widget to appear here, you’ll need to have the News app downloaded onto the device. Search for “News” in the App Store to download it, if available.
Also be aware that the News app is only available in certain regions. Check out the availability here: iOS - Feature Availability - Apple
