is 3D Touch not on iPhone 6splus anymore?

Ive been Looking for 3D Touch but it’s not there— I was going to use it for a live wallpaper

3D Touch should still be available. The on/off control is at Settings > General > Accessibility > 3D Touch. See: Change 3D Touch sensitivity on your iPhone - Apple Support
