I think of it as a question about why the passcode or Touch ID isn't required to turn it off. I get the question. If it's stolen and then shut off, that prevents attempts to find it quickly using Find My iPhone.
I suppose it's something that Apple has thought about but decided it wasn't really worth it. If there's a glitch in the software, then how does it get reset without at least being able to force it to power down?
You do not require a password to turn off your iPhone.
